You skipped the Z-Index step then. If its not in Advanced / Visitbility, look in Advanced / Position and set that z-index to 999. Then the code will work :)

My bar shows up below the navigation menu. could you please help me get it to the very top, above the navigation?
I cannot get the promo bar to be sticky. When I put in the CSS code, the entire bar disappears.
