The sigil protects his identity from other witches. Presumably Lilia was protecting him from Agatha, or any other witch that would mean to do him harm.
I love the fact that I was wrong about Billy putting the sigil on himself and that it was Lilia instead. I love the backstory and adore him and his boyfriend. So his memory might be affected partially by the Sigil. I don't think Billy remembers anything, he just remembers Tommy exists and can sense him but didn't put it together until talking to Ralph. My hope is that at the end we're find out that at the moment of Williams death, which was almost the same moment as Billy's, their souls kind collided and fused and that is why he ends up being 'Billy Kaplan' in the end like in the comics.

How do you tell a 13 yr old kid on one of his happiest days that he's going to die before the sun sets? No wonder she is a bit kooky.

I expected this show to further explore witchcraft, Agatha’s character, and re-introduce Billy, as well as set up the possibility of Wanda returning (since Billy being re-introduced sets up the possibility of an adaptation of the Children’s Crusade storyline, which is about getting Wanda back). It’s exciting because it gives Wanda something to come back to, not because they’re telegraphing she’s going to come back in this show. Because they’re definitely not. The specific sub-section of fans who have decided to make this show all about whether or not Wanda will return in this show are not really helping the show, they’re just setting people up to be mad at the finale when she inevitably doesn’t. Most people who care about and are invested in this show don’t think Wanda is going to come back in this show. Because we’re watching the show for what it is, not for what we’re projecting onto it.

While I liked a lot of things in the flashback part I'm not very pleased that over 40 minutes of episode we got less than 10 in the present when the previous episode ended with a cliffhanger. That said, I wonder why Lilia put the sigil on William. Some in the comment say she foresaw his death the very day of her prediction but, while it explains her expression and what she told him, it doesn't explain why she would put a sigil on him. Sure thing, that would make her forget that upsetting prediction but we saw earlier that death is something she had witnessed many times and while it scared her, she doesn't seem to have used magic to get rid of those memories. And the witch forgetting about who/what she put the sigil on is apparently more a side effect/part of the spell's mechanic than the spell's purpose. In addition, Lilia associated young William with a tarot card like for every member of Agatha's new coven and she stated that he had his lifeline split in two. To me it seems like she saw beyond William Kaplan's death and it was enough for her to put a sigil on him... And the sigil's design, a W and M mixed together, seem to validate that theory.
