Those divisions have movement, Spence and bud pretty much locked up the division for yrs. Bud fought a mandatory in porter, but Spence fought 1 mandatory 7 yrs ago, aside from that people weak champs for belts, then was pretty much out for 3 yrs. People aren't gonna risk losing and get knocked to the bottom with no movement
