Alrund, God of the Cosmos was underrated in Arena Cube, especially for that brief time when it was granted a buff and Alrund looked at 3 cards on end step and Hakka came down as a 3/3. Really flexible card to help Blue have early board presence, the option to filter draws, with bonus card draw and threat in late game
Would also shout out Palace Jailer and Laelia. Maybe not as universal as the cards you mentioned, but both are underrated and excellent pressure + card advantage for aggressive decks, or pretty much any non-control decks
I would say that Fragmented Identity is actually too good for most cubes. It's a really game crushing effect from a single card, not very fun to play against. Totally agree about the Fable.
It's pretty close. Context matters, but it's certainly in the top tier alongside Jace TMS, Oko, T3feri and Wren and Six. Honestly, time might have passed Jace by and pushed it into the second tier at this point. I think I'd be comfortable saying that, of all planeswalkers ever printed below six mana, Minsc and Boo is the most likely to win the game once it's resolved. All of its competition for best planeswalker costs at least one mana less than it, so format context matters quite a bit, but there's only one other four mana walker that ever sees play in Vintage or Legacy, and it's been seeing quite a bit of play, which makes a pretty strong argument for it.
Oko would pretty clearly be better than Minsc and Boo in most if not all constructed formats. That said M&B is a very very strong contender for 2nd place, the fact that the rebalanced 5mana version of him on arena is still a good card in alchemy/historic should say plenty about how excellent the original is.
I dislike the fact that cards intended for EDH are able to be played and abused in competitive formats. Fractured Identity is a lot worse when two additional opponents gets a copy for example. Monarch/Initiative are also mechanics designed with multiplayer in mind, and have caused a lot of problems in multiple formats.
Counterpoint - Minsc & Boo is a pox on the game, it’s a symptom of MTG’s over-reliance on the Commander format, and you should avoid adding it (and all other Commander nonsense) to your cube if at all possible. F.Identity isn’t quite as egregious, but the same argument holds. Let Commander cards exist in that format and keep them out of limited formats!

Because it completely takes over when played on turn 4 and it gets you so far ahead that it's tough to lose after you play Minsc and Boo on curve. Id argue you can say the same about fractured identity too. Rocco is correct. These commander cards completely obliterate what gives cube its identity and what made it fun 5 years ago. It has turned from drafting and forming a coherent strategy to drafting haymakers and extremely powerful cards that were meant for a multiplayer game.

If my memory isn't too fuzzy, I've seen LSV pick Fractured Identity over power. AFAIK it was FI over an off-color mox in pack 2 or 3.

Hull breacher is my favorite card in my cube and wotc are cowards for taking it out of the vintage cube
