The more I learn about the details from the US government, the more it seems to me like buggy software full of patches. At some point it almost seems preferable to sweep the whole thing and start from scratch.

The fact that the US constitution is vague and allows itself to be changed is one of the main reasons that it's successfully lasted longer than essentially any modern day constitution.

My understanding is that executive agreements don't need majority approval from Congress. While Congressional-executive agreements do. In my understanding there are 3 types of international agreements: treaties which require 2/3 approval in the Senate to be ratified. Congressional-executive agreements which require both houses to pass by majority vote. And Executive agreements which completely bypass Congress.
An important thing to note about the War Power Resolution is that all sitting Presidents have insisted that the act is unconstitutional. There has yet to be a substantive legal challenge of this act. In fact, President's have gone through hoops in order to fulfill the requirements stating in the act, but always hold the right that they do not have to.

Your implication that these wars were just random decisions made by someone who lacked the authority to do so, is just wrong. So you're either being dishonest or you're not aware of the fact that Congress, of course, authorized all of these actions with the passing of specific authorizations in Congress. And, 2. It's ninety days, not sixty days, that the President has to get approval from Congress; at least it is for the United States Marine Corps. Ah, so you mean more like if the president were to issue orders to literally harm people at gun point? If so, I really don't know. If the troops followed through and disregarded all of their morals, had nothing standing in the way of what their objectives were, and had physical access to senators, judges etc. I think they'd just... carry through. From what I know from this video and class, even with Congress' ability to impeach the president and fund the army, they'd have little to no time to enact any preventative measures, but even then, they'd have no direct control over the army. I feel like there are certain rules in place that allow people like the joint chiefs of staff or attorney general to step in and stop anything like this from happening. This is a very interesting question and I have no info to back me up, so I'm probably gonna do some research or someone else can answer in the mean time.

Question about the legislative initiative. I am trying to decide between Bernie Sanders and Hillary Clinton. Let's say for the sake argument that a "Medicare for all" system would work better than simply expanding Obamacare, and that breaking up the big banks because they're still too big to fail is better than relying on Dodd Frank to regulate the banks. If Sanders was elected, would he have the power to do these things? I mean, even if Democrats controlled both the House and the Senate, and that legislation was passed on to Congress, would it be something that Congress would pass?
Repealing obamacare and replacing it with medicare for all is certainly within the power of congress. Breaking up the big banks would likely occur through the treasury department.

Well, the coincidence that General Washington (the commander-in-chief) became the president inadvertently created a lot of powers! Well, most of the time, head of the state is commander-in-chief, so it might be logical... (For example, army is technically controlled by the Queen. If the Prime Minster wants to mobilize the country, the Monarch might disagree and send the troop to the House of Commons, instead!)
It would be constitutionally messy in Australia if the Queen were to give an order other than the traditional orders like splicing the mainbrace on a ship as part of a celebration (issue a rum ration) or giving orders beyond her earned rank of captain (that was the last army rank she earned before she ascended to the throne). And it would probably send the lawyers and military big wigs scrambling to the law books to try and work out what was supposed to happen...
