What you probably heard was that _kowai_ means "scary". English speakers often mispronounce _kawaii_ like "kuh-why", which to Japanese ears sounds more like _kowai_ than _kawaii._ The first problem is that Japanese doesn't have that guttural *uh* sound that English speakers make whenever they try to say a vowel without emphasis on it, and the second problem is that English speakers aren't realizing that the _-aii_ isn't an "-igh" and is actually just like the "aii" in "Hawaii".
the lyrics make a lot more sense if you replace parts that have "ewi" with "a" in your head, sometimes its a bit off but it gets a lot closer to the actual word. okay now that im looking through it again, ewi usually means "a", "ay", "e", "ey", or "y" so go through those until it makes sense, even though it doesnt always work, it usually gives enough context to figure out what the other words are
