First off, this isn't a PVP tournament so idk why you're expecting good matches. Ladder is played by everyone, great or bad. I started recording this at 1.5k+ ratings for crying out loud - that's what everyone starts with. Secondly, you cannot ladder unless you are at the level cap (which is Lv60 at the time of the video), so no, she ISN'T FIGHTING LOW LEVELS. If they didn't get their EX skills its because the players chose not to raise them.
