Applying for Belgian universities is the most easiest I've encountered so far. It only takes 15 minutes. And they take an interview within two weeks and inform you about the results in one week. Also getting into a Belgian university is the easiest.
Your comment on dependent work permit is wrong. Dependent can work under family reunion but they cannot apply work permit. Individual dependent work permit can be apply and approved from India only, dependent will not get work permit while applying from Belgium
