What might be missing in your evaluation ist that, if a storage becomes empty a bunch of trucks might wait in line to turn around and try again if one ton gets delivered. i prefer to deliver to the open storage to keep it open but load from a station. also you can attach multiple storages to one cargo station
Fair enough. I generally load the storage from trains, so it's loaded in bulk and rarely hits this problem. But if delivering to it with trucks this definitely happens. More of an early game problem though.
