You have to pull the locking pin on the left side pedal, and rotate the other pedal forward. Play with them a bit till you feel the pin engage properly or else the spring will pop the pedals out. (that's how I figured mine out.)
When not in use they could be used as foot rest, when they are engaged they are used as a kick starter for the motorcycle. if you look near the sprocket there should be a spring loaded pin that locks them in place when not in use.

I just bought a chappy and I notice the 2 pedals but they are not connected to any chain can you explain that system please
