While these big cities of UP (including Meerut) will get proper Metro Corridors, the comparitively smaller cities like Gorakhpur, Varanasi, Bareilly would get Metrolite Corridors. Not sure about what Prayagraj is going to get but surely it will get either Metro or Metrolite. It might likely be a Metro since population of Prayagraj is around 70 Lakh which might increase to around 75 Lakh by 2030. This will set a benchmark for other states to follow. States like Maharashtra, Tamil Nadu, Gujarat & even MP are closely following it while unfortunately states like Rajasthan, West Bengal & Punjab seem least interested in having metros/metrolites as a mode of mass public transit system in their state, not even in their Tier 1 cities. One possible reason could be all these states are drowning in debt as has been published by RBI recently (infact they are top 3 most debt ridden states in India as a part of Debt to GDP ratio which doesn't allow them to spend on Infrastructure or big ticket projects). Fiscal prudence is not followed. Another problem is despite debt, they keep on spending on freebies. If they would have spent money on building hospitals, schools & then giving subsidized Healthcare, Education, one could have still accepted since it helps improve quality of life but these states are rather focusing on free electricity, water, public transport & even free laptops & scooties. The benefit is pretty minimal. Rather focus on making electricity & water accessible, install smart meters to cut down on theft, make education & healthcare subsidized & accessible. State Govt. Needs to change their attitude & priorities. Remember you give a fish to a man/woman, they'll be satisfied for one day but if you teach them how to fish, they'll be satisfied for the rest of their lives. Teach them how to fish by educating them, helping them stand of their feet & contribute towards development of nation & state & not become a burden. I am sure cities like Ludhiana, Amritsar in Punjab deserve a Metro (population is big enough to make it sustainable) & so do cities like Jodhpur & Ajmer in Rajasthan & Silliguri in West Bengal along with much needed expansion of existing Metro Network in Jaipur & Kolkata.
Bengal has adequate fiscal capacity to finance minimum 8k crore in metro projects. Bengal has large debt stock but does not run totally fucked up budget deficits like Rajasthan and Punajb that have no money to spend on Metro. Problem with Bengal is political will. Tmc has no will to complete metro. If BJP won here I bet you BJP would have used state finances to complete metro asap.
