In most countries... puppies are dead weight. Dogs (grown up) are considered working animals for protection of property or livestock. A puppy to most people is just a burden.
Some people purposely put animals in this position to stage a so-called 'rescue' and hope for donations from animal lovers, and don't be fooled by the sad music

Anyone who hurts an innocent life is evil. To answer your question, dogs are easy to take care of. Even if your life changes and having a dog is impossible, doing something like this is wrong. Not just for the dog. It is bad for the community.
