Their are alot of highway touring scooters.ftom 250cc up to 1,000 cc that will do over 140 mph.might even be 1100cc scooters.legal as long as you have a motorcycle license in any state.
To make them seem dangerous. Looks at the different types of traffic on the road itself at this point. Same for sidewalks. The more types of transportation there is the more dangerous it is.
In the state of Kansas all you need is a valid Identification card to operate a moped on the road

Most states only require a driver's license with a 50cc and under scooter/motorcycle. Above 50cc most require a motorcycle license.
