So people could be clear, a moped is a pedal activated unit with a dispacement of 35-49 cc. A scooter is a unit that has no pedals and has an electric or kick start, with a displacement of 50 or higher. A 50 cc requires a regular drivers license and must be registered. 50 cc and above in many states requires a motorcycle license.

They don’t get a pass. This is a new issue that had no laws in place. Now that it is getting out of hand, they’re cracking down on it. A lot of them are using it for work, doing deliveries. Plus, they’re not getting them from stores. In some cases, the mopeds are being rented to them. As someone currently living in NYC (looking to move at some point), this has really gotten out of hand. I’ve yelled at people a few times for riding against traffic on a one way and almost hitting me or other pedestrians but I doubt they understand me anyway.

The current law says these scooters are not street legal. The dmv will never register them and give them plates. If they bought legit mopeds from dealers like Vespa, Yamaha, Honda then that would not be a problem because they’re also licensed dealers with the state. 99 percent of the buyers get their scooters from toy shops and I have even seen them buy it from jewelry stores. So this new bill won’t do squat.
As a school bus driver in nyc for over 40 years and still on the job these mopeds e-bikes even regular bikes has become in my opinion the most dangerous traffic issue for motorists and pedestrians

In Brooklyn, I have seen them riding on SIDEWALKS. With plenty of near misses. Ebikes should be included because they are ridden on sidewalks. The law is not being enforced.

The most expensive of those do 20mph. Which obviously most people don't have. The majority go 10mph to 15 mph. Basically the same speed as a bike. So basically you are saying anything with wheels.

I knew eventually motor scooters to become a big thing in our cities and it’s gonna spread just like in poor countries throughout the world. Everybody just has a motor scooter and I don’t even have a car that’s where we’re headed. And if we’re not careful and the pole riding, just bicycles without even electric just like in Beijing in like 1990.
They were suppose to put the responsibility on the retailer to begin with 🤡 allowing anyone to just buy a scooter just to do dumb shit was a horrible idea.

Electric mopeds are also nuisances. They go through red lights. And some riders use them to commit crime. So that's another loophole. Anything that is powered should have a license.
Many of the scooters driven recklessly are stolen so how is this a real solution ?

You have that option. If you wanted to buy a car just to have but not drive, you have that right. If you want to go on your own to register it and insure it, you also have that right. Dealer charges for that anyway.

Those are all scooters, not mopeds. They are designed with licenses, registration and insurance in mind. Registration should have always been required, and so should a motorcycle endorsement.
Motorcycle endorsement for a moped is lame a regular license should suffice for anything 30-40mph.
Horrible take--these things need to be deregulated ASAP, especially the electric mopeds. They need to stop trying and regulate these things as cars, when they couldn't be farther from it. Smaller scooters belong in the bike category, and e-bikes and e-mopeds should not need to have a plate.
Of course they targeted sellers, not buyers, and carved out an exception for e-bikes. It was stupid for me to think they could do the right thing.
That still won't stop people from not paying insurance and not slapping plates on their bikes my dirt bike came with a registration doesn't mean it's street legal😂

Isn't that law existed already? NYS law stats clearly for years in effect any mechanicly powered two wheeled wehicle must be "Registered, insured and operated by licens driver". No mopeds, no scooters or no padlebadle. Two wheels and engine = motorcycle. Get a helmet.
