How to run Steam on Windows XP and Vista in 2022 (Credit to Shark Vader) (NO LONGER WORKS 10/26/23)

- Hello everyone! Today, I will show you how to run an older version of Steam on Windows XP and Vista. Unfortunately, as it stands now, I couldn't get downloads to work, but in an upcoming video, I will show you how to transfer the games over from your Windows 7 or higher computer. Also, if I find an updated config.vdf file so games can be downloaded again, I will update this description with the link to that particular config.vdf file.
Just the other day, I was looking for Shark Vader's video on this, from March of 2021, and when I went through a comment on the Steam Nov 26 2018 package, from archive.org, the video said it was removed for violating TH-cam's ToS. Now, I honestly don't know if that was a mistake or not, but that is the main reason why I did this video, in honor of Shark Vader's video on this. It worked so well for me, and lucky for me, I was still able to access the old Steam package that he had a link to (to his Google Drive), and the config.vdf file, so I uploaded both of them to my google drive, just in case he removes them.

The packageinfo.vdf file should be on your computer already, under the appcache folder in your Steam directory.
As of 10/26/2023, this no longer works.

If you live in Australia, You will be limited to copying over games from your newer working steam machine. And even then you may have issues. our download server are very limited and the ones we have access to have all been scrubbed on older Xp era versions of these games. so they dont always "update" after they find all the existing files. They keep displaying cache errors. Also just a tip for watching this video. hit that 1.5x speed. he's slow talker, no disrespect intended. This was a somewhat helpful video.

Eventually it will be a problem, hopefully Valve will give advanced notice. Chromium losing 7 support is definitely where things will start down that path.
Concern I have is that the loss of XP support for older Steam games was bad, but the loss of 7 support I suspect is going to be significantly worse. Lot of XP games still function on 7, not so much on 10/11.
on windows 8.1 you can do -no-cef-sandbox and this might work when valve ends support because chromium can still run without sandbox on windows 8.1, but not only is this insecure, it also may change over time

At this point, i THINK it is still possible to log in, although I am not sure about downloading games from their servers.
@@himmelskibet My XP system still working but like others, updates queued for several games and downloads have not worked for some time. I can use it in offline mode however which is fine for the games in question. For how long though? Don't know.

I have all OS - WinXp WIN10/11, Linux and Mac (Yes I have 3 computers LD) VERY HELPFUL VIDEO!
This gives me hope, if it's possible to keep XP running in offline mode, surely there'll be a way to do the same with Windows 7. This is especially great news for me since running Windows 10 will cause all sorts of errors for all the old disc-based games I own and I don't want all that money I spent on Steam gone to waste. Thank you for showing me this!
Yup. Steam is supposed to "stop working" on 7, 8, and 8.1 by the beginning of 2024, but if this is anything to go by, it will certainly be possible to keep Steam going on these OS's for at least another couple of years, even if it means using an older version of Steam. Sadly, for XP and Vista, it appears that it somewhat has stopped working, as even when they are fully up to date, after logging in, Steam will not load whatsoever. Upon trying to close it and reopen it, it will reask for your password, and then make you go to your e-mail with the steam guard code. I am not sure why this is, and I personally only have tried it with XP, but the good news is at the very least you can still login without Steam saying it cannot connect to their servers. Hopefully someone can figure out why the Steam client won't load after logging in. Something else I have wondered is when the Blizzard client will drop support for 7-8.1, as they dropped support for XP and Vista a good year and a half or so before Steam did. Also I don't know of anyway to use an older version of Blizzard, so that is going to be interesting. Trust me, I have looked everywhere on Google, and no one has figured it out as far as I know. With that said, I plan on making a backup of the final Steam Beta package and the stable Steam package at the end of this year.
@@himmelskibet I have recently used my Service Pack 1 Windows 7 on Steam, but unfortunately, it tells me I'm in offline mode. This has happened with my PC without the Service Pack for ages now, it unfortunately seems like it's all falling in place.
I'm a bit skeptical that one of the updates included a Killswitch triggered by time (like how Flash died, that made me turn into tears), making it more than likely unavoidable, even if I only run in offline mode from now on.
If you connect to Vietnam server you may end up at around 20Mbps or even lower if you are not business. Here in VN, we are using home fiber with 1Gbps connection and downloading games from Steam is just insanely fast, but oversea to US is a completely different story.

Did you update the root certificates? Is your Windows XP install fully updated?
@@himmelskibet I used an ISO which claimed to already be fully updated and I'm not getting any certificate errors when I use IE.
@@retrograde98xp7 It might be better if you use a stock XP ISO. I wouldn't trust any modified ISOs.
@@himmelskibet Yeah, there's way I'd be able to do that. I'm not gonna be able to download an ISO, then all three service packs, then all the updates. That would take weeks at best.
@@retrograde98xp7 There are plenty of XP ISOs with SP3 integrated, and then just use the Windows Update MiniTool to install the rest of the updates. My previous video was on how to install updates.

I'm NOT running a virtual machine, so I skipped the packageinfo converter part - When I try to launch steam, it asks me to verify my machine every time, and then after logging in, doesn't open, no icon on the taskbar, nothing, no idea what to do from here
I was hopeful for this one but i can't seem to get past the Connecting Steam account stage. Even if i select Offline Mode i still get stuck on the Connecting Steam account window.

Edit: After installation I have gotten the same server errors as you and copied over Portal from my pc but I still can't get it to work as for some reason it wants to do updates on it or something.
Yeah great work @mikkelsenelvis although I get same the issue as the above user...I got Steam working so I can view the library etc but whatever game I copy over manually to the Steam/steamapps/common/ folder, Steam basically forces the game to install an update that I can't remove (even if I copied the latest version from my Windows 10 machine) Any one have any idea how to bypass the auto updater?

I don't remember exactly, I've encountered this situation almost a year ago. The problem was in one of VDF files - appinfo, as I remember. But i literally can't find a stuff, what fixed that for me

i recommend you put the files on a small capacity usb 2.0 drive and put it into your laptop

I'm attempting to get this done but it wont work, it still says it's not a valid win32 application, I wanted to get Gmod working on my ancient P4 machine with it's TOP end AGP GPU.
The machine is a period machine and is installed on a original IDE HDD.

You cant. Just update to Windows 10, for real. There is no way to get downloads working currently.
@@source_sdk Don't worry I figured it out! Theres a thread for it on Steam Forums called "Add an option to mask the red banner alert of old OS support end" with the solution in one of the comments.
for me the downloads work, i used my own config.vdf from a steam install from windows 10 but made it read only, idk if it helped

what about copy game into steam folder from steam compatibile machine and trick somehow xp steam to think, game is already downloded? just for working play button, archivements etc?

Huh... yeah my issue was that after I logged in no matter what I did I no longer could get the steam UI to load. I know I did everything right, but in order to download games again, you would have to somehow find a modded config.vdf file, and I wouldn't know how to modify it

I can log into my Stream account and it works normally however I can't install games and even when I copy them from another PC, Steam doesn't detect them and says manifest unavailable. Is there a way I can still get games? (I'm on a real Windows XP PC not a virtual machine)

Steam games add to NON-STEAM library after launch Steam on Windows XP. However several games don't working, for example Mafia II (Classic).
I wonder if this will work on Windows 8.1 i DON'T want to upgrade to 10 or 11 simply because 10 gives me random blue screens and 11 just runs a little bit slower than 10. Win 8.1 is still the fastest for my setup
Pretty soon probably around new years I will back up the latest stable and beta build of Steam at that time, and I will try to make a video on how to stop steam from updating. For me, Windows 7 is still my main OS, it does everything I need it to.
