i figure the boat only spawns in the day and im right before the last mission so sotenbori is in perpetual nighttime, meaning i wasted all my time getting those 6 other balls for the last one to be unobtainable. Just my luck
I’m late to respond but this actually isn’t true, mine spawned in the post game! (premium adventure) and you can change what time it is in Akame’s office once you complete the game. Hope you get your achievement
