Because the more you enclose your space while spinning in a chair or ice or roller skating the more speed you’ll pick up which is why not all F4 and F5 tornadoes are wedges it can go either way. However when they die down and rope out they become an F0 or an F1 again because they are loosing there power and won’t last much longer depending on how long they have been in contact with the ground.
