The number of art rares depends on the number of Japanese sets used to make the English set as well as if cards are taken out to serve as promos. The Japanese sets always have 12 art rares. This set is build up out of 2 Japanese sets, so 2x12=24. But one card was taken out to serve as the promo, so it is 23. Every now and then, for inexplicable reasons art rares will be taken out to be added to a different set like with the loyal three being added to Shrouded Fable, but in general it is easy to predict how many art rares you can expect.

Honestly convinced that these boxes from Pokemon are rigged. Saw LeonHart's, Nate's and PokeRev's video and they all get the Pikachus. EDIT: It's good if they are, y'all deserve it and more!
