these drain/culvert opening guys need to join forces with all the guys doing videos where they unclog sewage pipes with those superpower pressure jets that have like water cutters on the end.
They should form a nation and call it the Brotherhood of the Unobstructed Hydro, they could have secret meetings and rituals where they promote each other to lofty positions such as "Thirteenth Master of Unclogged Culverts". There would be subtle gestures they could use to identify themselves to fellow members. They could even have a pension scheme.

You can have a much bigger pipe over the current pipe but with a top/lid on it. Then water is from the bottom at a slower speed and no loose debre. Like big aquarium.
Smart to put all the dirt into the clogginghole, a smart person would take the dirt out the pond, so the clogginghole stays free . Replacing the problem now

We built a nest that keeps the trash from blocking the drain pipe. Works really well.

Think a metal rake or a pitchfork would work much better to remove the debris. You have to get rid of the debris not just stir it around.
