Amebix, kinda, but It's hard to find something similar to this and I know a lot of artists, this one off album is like a cross between Napalm Death's Scum & Joy Division and post punk, and also with this era's Industrial artists, Swan's, Head Of David, Slab.. Check out Bloodstar - Anytime Anywhere 1992 ( Scanner Song ), and check out Red Harvests catalogue also.
