I personally think cases like this, shouldn't be "attempted murder". There should be a category such as "murdered but miraculously lived". Lot of cases, the murderer went all out to murder the victim, but by a miracle, by grace of God, the victim somehow survived on their own, no thanks to the murderer. To me, the killer did commit murder! So should be charged as such.
Such situations are supposed to be accounted for with "aggravating circumstances" which are put on top of the crime charged, and bump up the punishment one level up for each circumstance proven before a court (e.g., caused ignominy, done by abusing a position of power over the victim). Although, if every piece on the part of the wrongdoer is done correctly but by some reason the victim survives, that might just end up as "frustrated murder" which is worse than "attempted murder", which nets a lesser penalty than just standard murder simply because the result is not as severe (which can still be offset and even surpass standard murder with enough proven aggravating circumstances). I can't speak for criminal laws in countries apart from mine, though.

For sentencing purposes, I've always felt attempted murder should be treated the same as murder... not given a lighter sentence simply because their murder attempt was unsuccessful. Also, fyi, the photo you showed of Thurston County Courthouse is old. That's now some gov't bldg. The current superior court bldg was built in 1978. I was a court reporter there 1996 - 2004.
