RA10591 does not prohibit a civilian from owning a semi-auto rifle up to 7.62 cal unless they already amended the law. It just that the PNP is under the Executive Dept and whatever they say, they follow without question. PNP should apply common sense here, if it is not on the law then they should question it.
Slight correction sir, the "up to 7.62 cal" applies to class A light weapons, so the firearms capable of fully-automatic or burst fire. The privately owned class A's are technically grandfathered in, and normally, there will be no new class-A light weapons anymore in private individual circulation. For semi-automatic firearms, there is no limitation as to caliber as the law does not provide one. They all fall under the definition of small arms, whether it be a .22lr or a .50bmg as long as the action is either bolt or semi-auto. Additionally, the law will not be amended in this regard. The upcoming law does not change anything, nor any definitions but seeks to ease the burden with regard to renewals and the multiple licenses needed to properly use and enjoy firearm ownership. The directive was an internal memo under this admin with a questionable legal basis that sought to prohibit the new sales of rifle caliber small arms and also limiting the other facets of ownership and use of the same, whether they be small arms or class A light weapons already registered.
