Catholic parish doors are wide open. You are welcome. You can seek light from your nearby Catholic parish.
One man one shilling can only be considered after taking into account historical marginalization of certain areas of the country since independence. It is hard to argue that presidents since independence have not favoured their backyards in resource allocation. People like Karua are shameless hypocrites who looked the other way as resources were unfairly dished out to their areas but now are shouting from rooftops about fair distribution of resources. You cannot compare the road infrastructure in say mount Kenya to western, Nyanza or coast. Moi did the same in rift valley such that some of those roads were just used by villagers to dry their maize and their livestock just lounging around on them. These previously marginalized areas should have their infrastructure brought to standard of others before we talk about one man one shilling. Remember, developing these previously marginalized areas will boost the country’s economy as a whole to the benefit of everyone.
The proponents are wrong. Karua and Mt Kenya politicians are wrong. It requires more resources to develop less populated areas. There's a reason to consider land mass, population, poverty levels, and historical injustices. Let's take Turkana county for example. Turkana is 5 times the size of central Kenya. It means to build a road in Turkana, the county government needs more money because of distance. The same applies to schools and dispensaries. The equalisation fund is meant to cater for the neglect by the colonial and post independent governments when all resources were directed to central Kenya. Karua shouldn't fall for these chauvinistic politics aimed at capturing votes among the Kikuyu.
Martha Karua Wamungunda, who bewitched her. Martha Wamungunda wants us to believe....those parts of Kenya that her own pple have marginalized for decades are backward....bc they haven't had good leaders since the current Constitution was inaugurated in 2010.
That's quite very innovative reasoning!!!!! There are Constituencies in Central, like Kigumo....which from the record...do not meet the yardstick...Martha is trying to gripe about here.
Kikuyus are only interested in this One man one shilling stuff....bc they've realized...they could be out of power for a long while.
For the 36yrs they had the Presidency and unfettered control of the strings of our National coffers....they did not bring this issue up. Now that they're out of power....and realizing no more "freebies" from the State House....they want to waste our time with selfish stuff.
They demonized Raila as he fought for Devolution....now they're asking for more Counties. They were about to sneak unto us thru BBI....had it not failed.
My prediction on how this ridiculous one-man, one-vote, one-shilling discussion will go.
1) There will be calls for an audit by the movement against the one-man, one-vote, one-shilling.
2) If such an audit is done, it will CLEARLY SHOW THAT WE HAVE ALWAYS HAD ONE-MAN, ONE-VOTE, ONE-SHILLING for the longest time!
3) The audit will also show that for Mt Kenya region to prosper, government funds PRIORITIZED development in the region for MORE THAN A GENERATION.
4) That audit will ACCELERATE the process of moving away from one-man, one-vote, one-shilling.
Whoever the sponsors are of this very ridiculous notion should have an appreciation for how math works! And that math is NOT difficult. Government expenditures are more likely to go into maintenance and servicing operations ALREADY IN EXISTENCE than new operations. And guess what that means? A 50% wage bill whose bulk is spent in Nairobi and its environs. After all, where are most of the services headquartered? Another roughly 20% in recurrent expenditures. At its center or its ends? And who consumes the recurrent expenses? Where are most hospitals, schools, police stations, army barracks, etc found? A hint where MOST PEOPLE ARE. And where is that? Another hint - 50km on either side of Mombasa - Kisumu road, also known as the Northern Corridor!
Guess what also is found along that area? Perhaps the SGR? Perhaps the BULK of our roads? Or maybe the Geothermal installations? And what are they financed with? Try that other component called DEVELOPMENT Expenditures! A target 30% of national government expenditures!
It is actually impractical to run ANY OTHER model other than one-man, one-vote, one-shilling! What the 2010 Constitution did is MANDATE a CONSCIOUS and CONSCIENTIOUS effort that while we are doing our usual - one-man, one-vote, one-shilling disbursements and decisions, we shall ensure that some of it goes to other marginalized regions. Even with that effort - which is reflected by the equalization funds, which this year is recommended by the Commission of Revenue Allocation to be 0.5% of gross revenues.
The absurdity of this conversation is astounding! We have too many idle people with a microphone in front of them in the country.
This debate isn't tribal. But I will refer to Agikuyu because of their numbers and diversity across the Country. They dominate Nairobi, Nakuru and their presence is felt in Lamu, Eldoret, Kakamega, Narok and more. Why aren't they in big numbers in Mandera, and Turkana, for example? Perhaps nothing attracts them there in terms of business or even "Tuflot" are not attractive due to poor returns. But the poor returns can be reversed with capital investments; then those areas that are sparsely populated can be attractive not only for the benefit of Agikuyu I am making reference to, but the country and beyond. The land in Turkana is not useless. I hear it's more arable and productive than the best arable land in Egypt. Yet the annual food production of that small portion of arable land in Egypt is enough to feed the whole of Egypt and Kenya for three years. My point is: if we continue pumping all resources in Kiambu, Nairobi, Naivasha because of the proposed one-man one-shilling rationale, how do we make the sparsely populated areas become productive and attractive if we starve them [of resources]. At some point, the densely populated areas where central people want to be allocated more funding will be saturated. Populations will need to relocate to areas such as Lokichggio where there is abundant land. Do they want to relocate to an area without resources? Do we want to continue perceiving those areas as useless?
