90% of it can be accessed through a browser, however I wouldn't recommend that method as a full-time user interface, in the next two to three years Epicor is using the new kinetic framework and will be rebuilding the primary user interface in a modern web UI that will be much more practical
Normally it uses a Smart client, but it also can use an HTML 5 based browser client
