What Artemis asked Zatanna to do was have Wally’s spirit talk to her in some way, which cannot be done apparently. By the looks of the spell to check on Connor’s spirit in Season 4, you can either check that a spirit is at peace or help/interact with a spirit that is not at rest
It’s to avoid copyright violation video scanners. It’s quite common to see on TH-cam. Some channels are lucky enough to have full clips of TV shows and movies without prior authorization but that luck isn’t bestowed to every TH-cam user
