Its normal. I am from near Sundarban mangrove forest. No can enter in Some part of Sundarbans(only forest department) to protect tiger and other animal , plant and so much endangered species.
Some parts are open for locals and research, filming like discovery animal planet .
And other areas for tourists.
Let other species live peacefully.
18:30 To safeguard biodiversity, Lakshadweep is also listed as a protected area by the Govt of India.
Therefore, permission is required to travel there.
Otherwise, you and I both know what humans will do to biodiversity.
Due to it being a protected area and to limit tourism in Lakshadweep, the only flights run from Kochi.
If you want to go from Delhi then you will get connected flight.
You can’t visit all the islands because:
1. In total there are 36 islands
2. Only 10 islands are inhabited
3. Of these 10 islands, only 6 are open to tourists.
Once development is complete, maybe the other islands will become available for touring, even the uninhabited ones.
Thanks to Maldives , now the requirement of permit is made simple. You don’t need any local to sponsor. You need to apply online and it is done.
The official Lakshadweep Tourism website highlights that prior permission aims to safeguard the indigenous Scheduled Tribes, constituting approximately 95% of the territory's population.

Some islands where local tribes live & are dangerous are strictly not permitted in the Andamans & Nicobar islands. We can't visit all islands because there are certain tribal people in some islands and government don't want to disturb their ecology and culture and traditions.
Secondly u asked why permit is needed. It is because we can limit people as u can see the islands don't have capacity to hold even 10 percent of Indian tourists. Hope it will clear soon.
