It's because soap bubble has almost two layer system (although they are very thin) so if the outside pressure is Pex then moving inward towards first layer pressure will be Pex + 2T/R and them moving to final layer pressure will become Pex + 2T/R+2T/R! So during the change in area it has now became twice or 2 times(×2) hope it helped :)

I believe it's due to the attractive forces between the molecules in the soap that they wanna get back to each other very strongly when stretched.
It's due to Surface Tension
When there is less surface area, then there is less molcule in the surface, so you have less molcule with higher potential energy.
