Also I noticed that you did not take away 1.5” when you placed the hip line of 9” since you took the 1.5” from the dart length, length of the skirt. Please can you explain why the hip line is different. I’m guessing after adding the band of 1.5” the hipline will drop to about 10” won’t that be too long. Hope I’m explaining myself properly
9" hip line is not a standard, but on a average from 7" to 9" will work fine. However, you can measure from your waist to the largest part of your hip to get your hip line measurement. No, it won't be too long, it's a high waist skirt.

Yes, if you have big bum you can go in by 1.5 to 2" but if your bum is small you can use 1" Bust span is the distance from one nipple to another, it's used for dart placement.
You have to take your accurate body measurement. To get your high waist measurement, place your measuring tape on your high waist ( a little bit above your belly button) measure to the largest part of your hips. That will be your hip line. 8" is not a standard.
