Oh I see, yes you need a blurred video overlay of that same video. It’s easy, go to a new project and just add the blur effect to that video or photo and then export it.
I use the stylus because it’s less distracting for the viewers. Since it’s thinner than my fingers, people can see more of the tutorial. I wanted to make it easier for people to see.

You also can use tracking to follow the license plate or object. However, from my tests, sometimes CapCut have a hard time following the objects though. In this case using key frames is better. When you overlay make sure the layer you blur is the top layer not the bottom one, and also make sure the blur effect is right under the top layer instead of right on top of the top layer. I had this problem earlier, I assume you may have this problem too. I hope this made sense.
