It is true you can make a lot of money in the UK. However also note the costs. Your are not getting paid pounds and spending rupees! Also there are other factors to consider. Having said that, from what I know of India, you are much better off here than India.
Thanks for writing in Hope. Every place has its pros and cons, the same goes with the UK and India. The UK has a better standard of living and the opportunity to make more money. India has friends and family and the life you are accustomed to. They're both great in their own ways.

If you are moving on an Intra company transfer visa, you do not need to pass the IELTS exam. But skilled visa applicants would still need to unless you are from a majority English speaking country or have done a bachelors, masters or PHD in the UK or if you've done your degree-level course in English and have confirmation from Ecctis (formerly UK NARIC) that the qualification is comparable to a Batchelors or Masters degree or PhD in the UK (English proficiency service).

While civil engineering is on the shortage occupation list, it's a little harder vs IT engineers. That being said, Reed, LinkedIn, Learn4good, ICE Recruit have jobs listed. Alternately, write "civil engineer jobs uk" in google and it will list jobs across multi portals. Be persistent. Wish you the best in your search.

There's a big demand for these roles as IT falls under the job shortage occupation list. Project Management comes with a pretty big pay check too!
