I know in China and the Philippines are similar. A person will try to imply and give you a deal and then say they will not use the meter. Once the deal is struck, the amount you are paying is notably expensive, after you find out how much you have been scammed. I don't trust taxi drivers anywhere in the world.

The Philippines 🇵🇭 has a lot of scammers. I know because I've been there 4 times.
