Originally Gill was supposed to be black and white (light and dark), but capcom didn't know how to illustrate those properties in-game, so decided to go with fire and ice.
I'm pretty sure they chose red and blue because it popped more, with fire and ice being more impressive to look at. Not being able to illustrate black and white, would be a weird thing for an accomplished studio to have trouble with.
It`s the opposite of what you claim Julian. They chose his color to be red and blue to showcase the capabilities of the graphics, not because they couldnt make his character in some way...
Gill is the scariest and most intimdating of all Street Fighter villains imo especially Third Strikes, his tension filled theme song and quotes. Really makes you feel like you are fighting a Cult Leader.
Yes, or you could even say the carnation of Satan "himself." Especially at the beginning when "Gill's" talking about all being revealed & those in the world will marvel at "his" arrival or whatever. So IN YOUR FACE it's scary....

Even though he's a crazy zealot, he truly does care about his subjects. Unlike Bison and Urien who both punish failure, Gill never punishes and gives advice and guidance to do better. This is best shown in SFV's credits when Helen is begging to be forgiven for her failure that Nash was not the chosen one and got the wrong guy, fearing his wrath. Gill reassures her and says not even she could have forseen everything and it wasn't her fault. He then promotes her to his second in command and gifts her with his ice powers as a reward for doing her best with the cards she was dealt

Also in the UDON comics, he appears in the Darkstalkers vs Street Fighter Crossover where he teams up with Jedah and they practically re-enact the Plot of Darkstalkers 3. Sad times.

A few of Street Fighter earlier characters were inspired by early parts of Jojo's Bizarre Adventure, like Rose is Lisa Lisa and Guile is Stroheim. Gill, obviously, is Kars.
I'm a bigger fan of Urien as a character, as I see a bit of myself in him, probably more than any other character in the series off the top of my head, but the charge commands can be a bit of a bitch for me. Looking forward to playing this guy in 5

So yeah, that and world domination pretty much paint him as a pretty evil dude.
Gill is pretty much the Anti-Christ, Urien is the False Prophet, Seth the Beast in Street Fighter lore. Bison/Vega is just the forerunner/predecessor of Gill and Urien.
