No do not use your meta quest account you are going to have to use your steam account and if you do not have a steam account then create one but if you do have a steam account just login to that one and after you got done creating or logging into your account if you don't have gorilla tag you are going to have to buy gorilla tag on steam it is only $20

Yes there are some graphic cards that are not compatible with oculus which sucks the only way to fix it is to get a new graphics card I would prefer an Nvidia GeForce 1660 Super
The computer interface is the thing that is not letting you because computer interface is glitched so I have heard if you go to beach map and then try to it will work and if it doesn't then just go to monkey mode manager and uncheck the computer interface then click install / update then the computers should work
Check if oculus, steam, gorilla tag on PC oculus, steam vr, and your oculus for any updates and if it doesn't fix it then it might be you haven't connected to the internet on your PC.
