Oh! you should have seen this one event that happened here in the mall. Even the Bureau of Fire Protection team here in our province are good singers too. Philippine Soldiers, Philippine Navy's, Police Officers and the Firefighters guys had sung and I was sooooo amazed 'coz it was really good (like I could hear the likeness of Josh Groban's voice to this one Firefighter guy) I believe it was like the "Heroes of the Philippines" event, something like that. I wish I could have recorded it but sorry my phone is not hightech =) I was just really lucky to be there, so grateful and thankul to witness such event.

I think it's because "Battle of the Bands" have been popular in the Philippines during the late 90's to early 2000's because of how popular Parokya ni Edgar and Eraserheads was in the Philippines and there were a lot of bands that were born during that era, most of which you have reacted to (Hale, Cueshe, Spongecola, Mayonaisse) and the popular American hits here were from Panic at the Disco, The Used, Typecast, Secondhand Serenade -- basically, band music was at an all time high so every school encouraged "Battle of the Bands" where students create their bands either from their class or they can pull someone from outside their class but within the school and compete within the school during Teacher's Day or School Foundation Day (that's excluding the already established student choir in every school).
I think it was then, that the usual hobbyist guitar player, hobbyist singers and hobbyist drummers come together to form bands and making bands became popular that EVERY government office at least has one (and I'm talking about local vs regional vs national).
That's how normal it is, I guess? We have our "normal" jobs and then we have singing and dancing as our hobby and stress release.
That's why "open mic" sessions are popular in the Philippines back then too, if the band playing on the stage needs to take a break, everything is free for all to use (the mic, the guitar, the drums, the piano) so if a group of friends are in that bar and they just decided to play, it's allowed and encouraged.
The Band will ask the crowd, "Who wants to sing/play next" and the band will play the song or you can replace a member in the band.
That's how it became normal. It became part of the culture. :)

These are probably a special task force they call for hostage negotiations or interrogations. They'll put you in a room with this police band and play this song over and over again until you had enough and confess. That's why the people in the back started leaving even before the song ended. They probably said "Alright, they still have it! Lets go! We have a hostage situation in progress. Bring the band!"

Yes, #Waleska & #Efra - - - The Philippine National Police (PNP), Phil. Army, Phil. Air Force, Phil. Navy - and some others - and when they perform - they have to wear their uniform. Aside from the usual duties, sentry and other stuff - - - they have to practice their craft (singing - combo) whenever there's an official invitation or activities - they perform. There's a special enlistment - for special skills - music, sports, etc... but they have to go through the process and training; they have the rank as usual with the other policemen or army, air force, navy etc.

We're not in Police or Army service but we do have a band in our office. That's Filipino way of giving service. Our agency provides irrigation service to our farmers and during irrigator's annual aasembly mtgs or Christmas party, if the association requested the band, we go there to give them entertainment and at the same time its a chance for those who have talents in singing to perform with live band and they Enjoyed it so much...

Singing has been a common past-time for us Filipinos. Just walking along the streets of Manila, you will hear a street sweeper singiing, a security guard carrying a tune of his favorite song while in his station or your average jeepney driver singing along on what was being played on the radio while driving. At an early age, we were immersed to music that you can literally sing a baby to sleep. We can always tell whether you are a good or a great singer due to our keen sense of hearing. I believe it runs in every Filipino's blood. Would you agree? That's our normal life!
