The only answer governments seem to look for is where they can make money. Even then, the apathy to ensure things happen as they should happen ENSURES that we remain where we started. Having said that, people's apathy and over- smartness in dumping waste wherever they can to rid themselves of any effort is another aspect. Gated communities in Delhi and high rise complexes in Gurugram are better off in that it is mandatory for residents to become members and pay a membership fee for many services. Many things can be monitored. This is not so in private colonies, there by making it extremely difficult to ensure rules are followed. Yet the civic bodies dump all the responsibility on the residents while their paid staff from Sanitary Inspectors to Commissioners don't give any importance to complaints sent to them! Why make rules? Only to exploit for challans? Even that is not implemented! So it's a free-for-all! RWAs in such private colonies, are not invested, with any power to ensure rules are followed. But a lot is expected from RWAs, both by the civic bodies and by the residents ( whether they pay membership or not!).
I am a Delhi resident and it is sad situation that we are facing. Everyone is complaining and pointing fingers to each other but not everyone actually wants to face it. Segregation of trash has to be done from the consumer side to be able to point finger at the government's incompetence. That is no where to be seen. Only kick back from the producer side is "What can we do alone?" And story ends. DDA and illegal constructions in Delhi does not have the capacity or was even proposed for trash segregation. Dwarka sector 12, near aashirwaad chowk, DDA trash holding place is taken over and converted into a temple, while the temple owners son is known for multiple wrongdoings. How many places like this are there? Government makes rules then we as consumer break it and blame everyone in the government. We all are at fault, the day that realization is made we will move forward for a solution.
FIrst we have to reduce the waste produced in the first place and then we can recycle the waste that is generated. If the rate of unwanted waste creation is more than the recyling then there will be no change what so ever.

What can be lawfully achieved... that must be targeted in co-ordination with all stakeholders...... Only cursing law enforcing agencies may not suffice over all objective
Well, governments make big promises at International Environment Forums and then do not implement them when they come back! E.g. we all know that plastic is detrimental but why then aren't plastic manufacturing units banned, stopped? Just by changing the micron levels, bags don't cease to be plastic! Moreover, if you can challan for no helmet, no mask and no seat belt, why can't they challan for not carrying own cloth bags? The vendors are challanned.... Again making the poor man your scape goat! I have seen MCD Officials challaning a vendor and not the customer who doesn't bring his own bag! Vendors lose customers if they don't give bags. It's survival for them. Whereas the so-called selfish, mindless customer does not bring his own bag! When questioned, the MCD Official said that they don't have orders to challan customers! Why this one way rule?
