In an RV it's different. The black water tank has threads so that you can replace the flange if needed. If it were glued, then you'd have to tear apart the flooring to get to the tank, cut off the old flange and re-glue it back to the black water tank. Threads here are really handy and allow for repairs from the top above the floor.
