They both envision how dumb it is to take railway safety for granted (several people are nearly killed) as well as making it clear that the perpetrators are foolish (like the old man who had a wreath pushed around his head for trying to cross the railroad before the signs stopped). Latvia just turned up PSAs to bigger extremes, which makes me believe it is, or was, a big problem there.
