This seems to have been an intentional choice. Each actor involved seems to be limited to only 3 roles. Blum had 5 (Flamedramon, BlackWarGreymon, Guilmon, Growlmon, and Gallantmon), but only reprised Flamedramon, Guilmon, Gallantmon). A good chuck of the game's casting seems to be figuring out who each person's 3rd role is (like Melodee Spevack as Angewomon and Michael Sorich as BlackMetalGarurumon), while others are forced to be into inconsistency for their 3rd role (ex. Philece Sampler being Biyomon aside from Palmon and Togemon meant she could not also be Lillymon - Michelle Ruff took over there.)
