They came with the game, it's supposed to be free with all first print of this edition but I'm not sure if all retailers are doing this. I bought mine from flipsideofgaming on eBay.
If I were you I would reach out to whoever you purchased it from. My understanding was they would all receive the promos, hopefully it was just an oversight.

@@LongDistanceGamers I purchased from Asmodee and reached out. They told me no. And returning the game will cost me to ship it back
