Saiki only has 1 limiter, the other one will reveal his powers to the world when taken off. It was made by Kusuke (Saiki’s brother) so that there was a way to “win” against Saiki, though he turned it off after a while and it no longer works.

4:54 - idk if this has already been said but I’m pretty sure he had transformation on the womb . I haven’t read the manga myself but apparently he changed forms many times when in the womb but I could be wrong 🤷 I know I’m a year late to this video but still thought I’d mention this lol 😅
