The difficulty in trying to understand and explain the song probably matches the turmoil of the song's speaker, who is a young person that had taken on the mantle and voice of an old wise person until he realizes he's really just a young person and would best be served and would best serve by figuring out his own place in the world rather than trying to put others in their place.
The live version of this song at the 30th anniversary concert in Madison Square Garden is a knockout. Tom Petty, Neil Young, George Harrison, Eric Clapton, Roger McGuinn, and of course...Bob Dylan- check it out...Neil Young's guitar solo is especially good.
