I loved every single clip I watched. I'm now living in HK and cant get enough from this place, but I loved HK in the 70's to mid 90's era. I always thought my past life I was living in HK.

I suppose that its purpose was to prevent dust on the road blowing up and being inhaled. Tuberculosis was spread this way. Spitting in the street was prohibited in Hong Kong (as was jaywalking !) and elsewhere.
