I dont think so. It seems like Garen and Lux have their own small "private" Army of liberal Demacians. In Demacia nobody trusts Mages and everybody thinks Galio is a mith. But the soldiers are not afraid of Lux or Galio, the soldiers are not even surpriced that Galio comes for their Aid. Thats why I think the small Army of Garen and Lux knows about Lux and Galio - maybe those are not regular troops of demacia but a guard of the noble house Garen and Lux are part of.

Sylas is not all good though He killed everyone present at his execution (except lux because she had helped him in prision) Thus he probably killed many inocent people Also Jarvan IV is trying to improve the lives of mages

Garen doesn't have magic. Though from what I remember, those soldiers that were there with Garen were like HIS personal troops that know about Lux's magic. I don't think they see Galio as Magic, he is just a "protector" in their eyes. Galio is activated by magic, but they don't exactly understand that. Also, just so ya know. When Garen calls the sword down from the sky to smite his foes (Judgement) that isn't magic. He is calling upon an Aspect of Justice to smite his foe. Which in his case it is Kayle who smites his foes for him with her sword. I assume her sword, could be Morgana's sword, maybe she alternates?

But it's shown to be hidden because he using gear that absorbs magic. So much so that even he isn't aware of it. But it makes overwhelming sense that he would have even a sliver of magic in his blood with how powerful a mage Lux is and them being directly related. Yes currently it's more or less canonized that his ulty the massive sword drop is magic but it's Kayle's magic and to them, Kayle is a perfect being like an "angel of protection" . But it would still make sense for Garen to need some level of magical ability to even call forth such an immense amount of power. But remember originally riot claimed the sword ulty was 100% non-lore and just a gameplay move until they made more lore to accept it so things are always changing. As far as Galio, I'll have to 100% push back on it cause it's 100% stated multiple times he is 100% magical and seen as such by those around even more so to the point he is a secret within the faction not everyone knows about. The majority of the time he isn't active either he is just a massive statue they keep relativity hidden.
