I read once that horns like these were made from Papier Mache. Dense paper has excellent dampening properties. This is obviously a prototype but you might try dense board like homasote. A coat of shellac is likely a good idea as well.

Based on this test, we plan to manufacture it with an aluminum plate.
The result is about 70% satisfactory.
