Slovakia and Hungary had 2 years to replace the Russian oil. While other countries did it in months. Slovak government is in this case helpless. The only oil refinery in Slovakia belongs to Hungarian MOL. The only option how to force change would be nationalize it which is almost unthinkable in the EU and probably even illegal. It would take years and years or lawsuits and arbitrages to do. It is basically easier to just import final products and deal with deficit created by missing taxes than do that.
I am ashamed that we here in Slovakia are buying Russian oil. Our Slovakian and Hungarian market is pretty small and I am pretty sure if the Russians lose Slovakian and Hungarian buyers it will not make a significant difference in their budget.

Put monthly increasing pressure on these nations to decrease over time (5% a month seems reasonable) or be locked out of trade opportunities, fined, and be held accountable in Russia's war crimes. Not only that but make this the standard for ALL nations including ourselves going forward. Push the UN (even though it doesn't matter tbh) to make this a legal framework for dealing with ANYONE invading a recognized nation. Cut India a little slack as they're a neutral nation historically with close ties to Russia due to reasonable frustration with the west. China? They're providing equipment for the Russian war effort no slack for them, Turkey, Hungary, etc? Throw the book at them.
