Both of Mei's abilities are tank abilities, Mei's ult is a tank ult, Mei's primary fire has tank engagement distance.
Really, the only part of Mei's kit that doesn't feel like a tank is her right click. Maybe change the right click so it does damage based on how frozen they are from primary fire, and if it's a head shot, full freeze for half a second?
