This is the pre street fighter 5 way to play and it is how Guile is typically designed: a zoner and turtle. Before this iteration, you typically were supposed to play very clean and calculated. At the high level, he's supposed to be hard to hit and cause opponents to get impatient and make bad decisions because they're trying to rush in.
