So the third rail in the middle only exists on tracks in between Waldwick and Ridgewood I believe. I may be wrong so don't quote me on that but its used mainly for port jervis line trains that don't stop at many stations so they can pass through on the middle track. This way it poses no threat to passengers. It can also overtake local trains that are in the way and I would imagine the occasional freight trains also use that track.
