He is definitely afraid that Chuuya's loyalty to Dazai would be a lot greater then his loyalty to the PM. Meaning that he would do anything for Dazai's safety even if it means destroying PM. If Mori fears Dazai then there's no doubt that he is probably scared of Soukoku too.

For me, i think that’s something really bad happened to mori when he was young thats what make his personality like this in present time, it must be really hurt. To make him in this state.. Well about what you said that he being abused by the past PM boss it could be happened but he was like this before he work as a doctor to the PM, remember he was working in the army that’s when he did what he did to yosano-sensei, he wasn’t that’s young when he was working in the army, but i like your theory, i’ll make a video about that but in the present time i’m making a mini movie about another AU. If you ask me if i hate him, I’ll probably say no, well sure i hate him for what he did but i feel the same towards him in the same way as i feel about the other characters.
