Victoria Nuland who was second in command of the U.S. State Department admitted and confirmed before a U.S. Congressional hearing in 2022/2023 that the U.S. had funded some 16 Bio and Chemical Weapons facilities in Ukraine. She was worried that Russian forces may discover important resources at these facilities.
She was very concerned and worried that it could prove dangerous to US interests if discovered.
